China is the world’s largest bags producer and exporter, with a vast network of manufacturers. It’s estimated that there are tens of thousands of manufacturers in the bag industry alone. Exact figures are difficult to pin down, as China’s bags manufacturing industry is so widely distributed, ranging from large factories to small, family-run workshops.
The main bag production bases are concentrated in Guangdong, Zhejiang, Anhui, Fujian and other places, especially Shantou, Shenzhen and Dongguan in Guangdong, which are important areas for bags production. These manufacturers not only supply the domestic market, but also export a large number of products to all parts of the world.

GUANGDONG province:
Shiling Town is the capital of leather goods in China and one of the first central towns in Guangdong Province and Guangzhou City. It is located in the northwest of Huadu District, adjacent to Qingyuan City, and 15 kilometers away from Guangzhou Baiyun International Airport. The leather and leather goods industry is the leading industry in Shiling Town and is also the earliest developed and most comprehensive industry in Huadu District.
In 2025, the total leather goods output of Shiling Town was about 700 million pieces, accounting for more than 70% of the popular bags market in Europe and the United States, , a leather goods market covering 136 countries. As of 2025, Shiling Town has more than 8,800 production enterprises. Those leather factories here mainly produce various leather products such as bags, belts, wallets, handbags, luggage, etc., covering all kinds of products from high-end to low-end.
Shantou is an important evening bag production base, which gathers a large number of evening bag factories. Although it is not a large-scale base like Shiling, most of China’s evening bags are produced here and export to the world.
HEBEI Province:
Baigou (located in Baoding, Hebei Province) is a well-known bag production and sales base in China.
There are currently more than 3,300 luggage and bag manufacturing companies in Baigou, Hebei Province, mainly concentrated in Baoding and Gaobeidian. With an annual production capacity of approximately 150 million pieces of bags, it is one of China’s largest bags production and sales bases.
Baigou’s bags industry accounts for about a quarter of the country’s annual output, with products sold in 200 countries and regions, primarily for export. Local companies are expanding their overseas markets through platforms such as online shops.
However, Baigou is notorious for its cheap price and low quality. Most of its quality can only be shipped to Africa market in bulk package. Without quality control and management, most of its bag factoris are small, family-run workshops so that delivery time is just nothing for them.
They are only selling stock cheap bags on online shop and not suitable for formal customized high-level quality orders.
ANHUI Province:
Anhui is a rising star of bags manufacturing base because of its competitive labor cost and professional sewing skills. As a middle land of China, many workers from Anhui province start their careers as a sewing worker at the beginning of 1990s in the more developed coastal city. By now all those skilled workers have come back to hometown and lead to increasing new bags factories.
There are probably hundreds of bags manufacturers in Anhui. Although it is not as large as some production bases in coastal areas. With the improvement of production technology and the rise of brands, Anhui’s bags manufacturing industry still has strong competitiveness.
Anhui’s bags production is mainly concentrated in the following places:
- Hefei: As the capital of Anhui Province, Hefei has a solid foundation in bag production, particularly with several large bag manufacturers and brand production bases. Hefei’s bag manufacturing industry has a considerable influence in the national market.

While these manufacturers operate on a small scale, their products are characterized by high cost-effectiveness and a wide variety, catering to market demand for low- to mid-range products.
- Chuzhou City: Chuzhou is one of the more important bags industry bases in Anhui Province. It has a number of small enterprises specializing in bags production, mainly producing handbags, wallets, and travel bags.
- Anqing City: Anqing City also has a relatively large number of bags companies, which mainly produce leather bags and suitcases, and their export market is gradually expanding.

2.WENZHOU: Wenzhou, known as the “Luggage Capital of China,” is one of Zhejiang Province’s largest luggage and bags production bases. FUJIAN Province：
Fujian Province is one of China’s key production bases for bags and leather goods, particularly in Fuzhou, Quanzhou, Jinjiang, and Xiamen.
